Cruise industry announces passenger bill of rights

The cruise ship Carnival Triumph is towed into an Ala. port Thursday, Feb. 14, 2013 after the ship with more than 4,200 passengers and crew members has been idling for nearly a week in the Gulf of Mexico following an engine room fire.
The cruise industry said Wednesday that it's adopting a passenger bill of rights that guarantees the "safety, comfort and care" of guests.
The bill of rights promises, among other things, full refunds for trips that are canceled due to mechanical failure, and a backup power source on every ship to keep emergency systems running in the event of a main generator failure.
The announcement by the Cruise Lines International Association, which represents 25 major companies including Carnival, Royal Caribbean, Norwegian, Holland America and Cunard, comes in the aftermath of the Carnival Triumph debacle. The ship drifted for several days earlier this year without power as passengers endured filthy conditions.
Christine Duffy, president and CEO of CLIA, said the idea for the bill of rights came about in response to demands from U.S. Sen. Charles Schumer, D-N.Y., that the industry guarantee passengers minimum standards and protections while on a ship, including sanitary conditions, back-up power, medical care and refunds in the event of a power failure.
Asked to comment on the industry announcement, Schumer called the passenger bill of rights "a step in the right direction towards increased accountability for the cruise industry and ensuring the safety and well-being of its passengers."
But he added, in an emailed response, that he still has "many remaining questions, both on the content and how the bill of rights will be enforced. I will be asking the industry to respond to a set of detailed questions, and will continue to insist on changes to ensure the safety and well-being of their passengers."
In a phone interview, Duffy acknowledged that many of the steps outlined in the bill of rights are already standard practice for most major cruise lines — such as providing refunds for trips disrupted by mechanical failure and equipping ships with backup power for emergency systems like lighting.
But she added that while "some of our members are already doing these things, a big part of the bill of rights is being consistent across the cruise industry, making these things transparent so that they do become part of the contractual agreement between the passenger and the cruise lines."
CLIA said the bill of rights would be effective immediately for U.S. passengers who purchase their cruise in North America on CLIA's North American member cruise lines. The association also said that it had submitted the bill of rights to the International Maritime Organization, "requesting formal global recognition and applicability."
The bill also gives passengers the right to disembark a docked ship if "essential provisions such as food, water, restroom facilities and access to medical care cannot adequately be provided onboard," subject to safety, security and local customs and immigration laws.
In addition to a full refund for trips cancelled due to mechanical failure, the bill guarantees partial refunds for voyages that are terminated early due to those failures.
The bill also guarantees "the right to transportation" to the ship's scheduled final port or the passenger's home city in the event the trip is terminated early due to mechanical failures.

Cruise ship passengers flown back to Baltimore after fire breaks out

Passengers on a Royal Caribbean International cruise ship were awakened around 3 a.m. on Monday after a fire broke out on the third deck of the ship and spread to a crew lounge on the fourth deck. NBC’s Mark Potter reports.
More than 2,200 passengers were being flown from The Bahamas to Baltimore on Tuesday after a Royal Caribbean cruise abruptly ended with a fire aboard the ship, the latest troubled waters for the cruise industry.
No serious injuries were reported when the fire broke out early Monday on board the Royal Caribbean Grandeur of the Seas, but the cruise company said medical staff treated several passengers for fainting, high blood pressure, and an ankle sprain. None of the cases were considered a medical emergency, the company said.
The ship left Baltimore on Friday for a seven-night cruise and was headed to CocoCay, Bahamas, when a blaze started on the third deck Monday at 2:50 a.m, spreading to the fourth deck before it was extinguished two hours later.
The cause still isn't known, and the U.S. Coast Guard and the National Transportation Safety Board have flown to Freeport, The Bahamas, where the ship was able to sail into port to investigate.
Adam Goldstein, CEO of Royal Caribbean International, flew to Freeport to meet with passengers before they took chartered flights paid for by Royal Caribbean back to Baltimore.
"I apologized on behalf of the company that we disrupted their vacation in this way," Goldstein told TODAY. "We're in the business of delivering outstanding vacations, not disrupting vacations."
He added that the 2,224 passengers will get a full refund for the trip and a certificate toward a future cruise. All of the guests, plus the 796 crew members, were accounted for, according to a company statement.
The incident is the latest blemish for cruise ships, coming on the heels of another cruise line's woes.
In February, the Carnival Triumph lost engine propulsion in the Gulf of Mexico, stranding thousands of passengers aboard without air-conditioning or working toilets. The cruise ship remained at sea for five days as passengers endured the nightmare conditions before it finally limped into port in Alabama.
The Bahamas-bound ship that caught fire on Monday also forced Royal Caribbean to cancel their upcoming voyage, the company said on their website.
"Unfortunately, due to the time needed to repair the damage caused by the fire, it is necessary to cancel Grandeur of the Seas' next voyage, which was scheduled to depart Baltimore, Maryland, on Friday, May 31. We are deeply sorry for this unexpected development in our guests' upcoming vacation," Royal Caribbean said.

Adelson, 79, is also the founder, chairman and chief executive officer of Las Vegas Sands Corporation, a company which has evolved to become the leading global developer of destination properties.

In 1988, Adelson acquired the Sands Hotel & Casino in Las Vegas in a bid to bring Las Vegas to a new source of business from the exhibition industry.
The Sands Expo and Convention Centre, the first privately owned and operated convention centre in the US was built the following year.
In 1991, Adelson razed The Sands, a former hangout for the likes of Frank Sinatra, and invested $1.5 billion to construct The Venetian, a stunning Venice-themed resort hotel and casino.
The Venetian, which was named North America’s Leading Casino Resort by the World Travel Awards in 2010, has since added the 1,013-suite Venezia tower; with 4,049 suites; 18 restaurants and a shopping mall with canals, gondolas and singing gondoliers.

In 2011, Adelson opened a casino resort on a historic steel plant in Bethlehem, Pennsylvania as one of five stand-alone casinos to be awarded a slots licence by Pennsylvania Gaming Control Board in 2006.
Adelson was involved in spearheading a major project to bring the Sands brand to Macau, China.
The one-million-square-foot Sands Macao opened in China as the first Las Vegas-style casino in May 2004.
The Venetian Macao, The Plaza Macao and Four Seasons Hotel Macao are also in the Sands portfolio, as well as the most recent addition: Sands Cotai Central, which boasts the world’s largest Conrad, Sheraton and Holiday Inn hotels.

By the year 2020 annual growth in Muslim travel will have reached 4.8 per cent, significantly higher than the global figure of only 3.8 per cent.
By this time a total of 14 per cent of all international trips will be undertaken by Muslims, according to the results of a survey presented at the ITB Berlin Convention which was carried out by Reem El Shafaki, a senior associate of DinarStandard.
According to the findings of this expert, Muslim travellers’ preferred destinations include Malaysia, Turkey and the United Arab Emirates.
The DinarStandard survey examining travel habits polled close to 1,000 Muslims around the world. Half of the respondents were from Asia, 22 per cent from the Middle East and North Africa, and 15 per cent from the Americas.
Asked what was most important for them at their holiday destination, 67 per cent answered halal food and cooking according to the rules of the Quran.
At 53 per cent, the second most important factor was the overall price of the trip. For close to 50 per cent a Muslim-friendly atmosphere was among the most important holiday aspects.
Almost 53 per cent went on holiday with their family, 23 per cent with friends and around 19 per cent travelled with their spouses.
According to El Shafaki, tour operators who want to be part of this anticipated boom of the future must make sure certain conditions are fulfilled.
Halal food and cooking as well as prayer rooms for worshipping are indispensable.
She advises including suitable washrooms for use before prayers and special services during the fasting month of Ramadan, such as breakfast before sunrise, as part of the travel package.
According to the survey, activities forbidden by Islam are not necessarily desired but are nonetheless tolerated.
Reem El Shafaki notes that numerous holiday destinations around the world have already tailored their services to suit Muslim travellers.
Thus, by offering Muslim-friendly services the Australian state of Queensland has succeeded in increasing tourism by 38 per cent.
In 2012, the EU Commission said that steps should be taken to attract greater numbers of Muslim holidaymakers to Europe.

Tanasijevich is responsible for overall operations of Marina Bay Sands and the development activities of Las Vegas Sands in Asia.
He played an instrumental role project managing LVS’ successful bid to develop MBS, Singapore’s landmark integrated resort which combines convention and exhibition facilities, luxury hotel, world-class gaming and entertainment.
Last year the property was recognised as the World’s Leading Casino Resort by the World Travel Awards.
Other roles held by Tanasijevich include director of development for Las Vegas Sands in Macau in connection with Cotai Strip, senior vice president/equity markets at CapitaLand in Singapore and corporate vice president and senior attorney of General Growth Properties in the United States.
He has an MBA from the University of Chicago Booth School of Business, a law degree from Loyola University of Chicago and a bachelor’s degree from the University of Michigan.

Atlanta chosen as site of 2016 Travel Exchange
NTA and the United Motorcoach Association have selected Atlanta as the 2016 site of Travel Exchange, their combined trade and appointment show. The event will take place at the Georgia World Congress Center, Jan. 31 through Feb. 4, 2016. In the host city, attendees will find $1.5 billion of new hospitality product that will open shortly before they arrive, said William Pate, president and CEO of the Atlanta Convention and Visitors Bureau.
“We’ll have a fresh face to welcome new and return visitors to our city, including the National Center for Civil and Human Rights, the Atlanta Streetcar, College Football Hall of Fame and the new Ponce City Market along the Atlanta BeltLine,” Pate said. “Atlanta’s position as one of the most accessible cities in the world and an unparalleled meetings package makes it a great location for NTA and UMA’s 2016 Travel Exchange.”
At the inaugural Travel Exchange, held in January 2013 in Orlando, Fla., NTA and UMA brought together more than 3,600 tour and travel buyers and sellers, including 1,176 buyers from 632 companies. Attendees came from 34 countries to attend Travel Exchange, which included side-by-side show floors, extensive education sessions and a variety of networking events in and around Orlando.
“NTA members conducted $114 million of business in both repeat and new bookings at Travel Exchange, so we know we’ve made the right decision to gather under one tent,” said Lisa Simon, president of NTA. “Both organisations wanted to get more buyers and sellers together, and that’s what Travel Exchange does: It doubles the size of both our shows and brings everybody more business.”
The two associations previously announced the sites and dates for the next two Travel Exchange events: Los Angeles, Feb. 16–20, 2014; and New Orleans, Jan. 18–22, 2015.
